Seoul: The South Korean government has expressed its readiness to dispatch medical equipment to North Korea, contingent upon a formal request from Pyongyang. This development was revealed in a unification ministry report, which also highlighted that the necessary U.N. approval and budgetary allocations have already been secured.
According to Yonhap News Agency, the report, presented to Rep. Kim Dai-sik of the People Power Party, outlines plans to furnish Kangdong County Hospital in Pyongyang with 166 types of medical equipment. This hospital marks the first completed facility under North Korean leader Kim Jong-un's initiative to enhance medical infrastructure across the nation. While the ministry refrained from detailing the specific equipment, it indicated that the supplies would cover essential diagnostic, surgical, and treatment tools.
Under current United Nations sanctions, the transfer of industrial machinery, including medical equipment, to North Korea is restricted. However, Seoul has managed to obtain a sanctions exemption from the U.N. Security Council sanctions committee. The project will be financed through the Inter-Korean Cooperation Fund. A government official explained to Yonhap News Agency that this proactive approach ensures that logistical and financial barriers are addressed beforehand, allowing for immediate support should North Korea consent to receive the equipment.
Despite ongoing military provocations from the North, a ministry official emphasized that the humanitarian nature of the aid aligns with the ministry's commitment to deliver assistance irrespective of political and military tensions. Yoon Min-ho, the unification ministry spokesperson, reiterated this stance during a press briefing.
Nonetheless, the initiative has sparked criticism from Rep. Kim, who questioned the rationale behind aiding North Korea amid its hostile posture and continued military advancements. He urged a reevaluation of this assistance policy, considering domestic challenges and Pyongyang's persistent hostility.
The report also follows recent military escalations, with North Korea launching several short-range ballistic missiles shortly after a trilateral military exercise involving South Korea, the United States, and Japan. Since 2024, North Korea has been implementing its Regional Development 20 X 10 Policy to modernize regional facilities, including hospitals, to elevate rural living standards. The Kangdong County Hospital, completed in November 2025, is a testament to these efforts.
