Seoul: Lawmakers of the ruling Democratic Party (DP) and the main opposition People Power Party (PPP) on Monday introduced a bill aimed at promoting the use of artificial intelligence (AI) in research and development for the defense sector.
According to Yonhap News Agency, the bill, jointly proposed by PPP Rep. Yu Yong-weon and DP Rep. Boo Seung-chan, along with 31 other lawmakers from the rival parties, comes as AI technologies are emerging as a "key factor shaping future defense capabilities." The proposal emphasizes creating a structured framework to integrate AI into national security, ensuring its stable application and development in defense operations.
The bill is recognized as the country's first comprehensive attempt to manage AI in the defense sector at a national level. It aims to support the stable operation of the entire life cycle of defense AI, encompassing early research and development stages, operational deployment, and subsequent management.
Rep. Yu expressed that the bill's objective is to establish a fundamental framework that identifies defense AI as a crucial national security capability. Meanwhile, Rep. Boo highlighted the bill's significance in creating foundational guidelines instead of regulations, ensuring AI's stable integration into military operations.
The lawmakers also aim to address concerns about the responsible use and sustainable development of defense AI, noting that current AI frameworks do not cover the defense sector. The proposed legislation includes provisions for forming a committee to oversee key policies related to defense AI, along with establishing a policy center and research institute.
Furthermore, the bill mandates the government to draft and implement a basic plan for military AI every three years, underscoring a commitment to continuous advancement in this strategic area.
