Seoul: President Yoon Suk Yeol indicated that South Korea might enhance its assistance to Ukraine depending on the extent of North Korean participation in Russia's military activities against Ukraine. This statement was made in a written interview with Spanish news agency EFE, as Yoon prepared for his visit to South America for the Asia-Pacific Economic Cooperation (APEC) summit in Peru and the Group of 20 (G20) summit in Brazil. According to Yonhap News Agency, both South Korean and U.S. officials have confirmed the presence of North Korean soldiers in Russia's western front-line Kursk region, where they have been engaging in combat against Ukrainian forces. President Yoon emphasized that South Korea is ready to take necessary measures, including increasing support for Ukraine, in collaboration with allies and like-minded nations if North Korea and Russia continue their military activities. Yoon expressed concerns about the possibility of Russia transferring sensitive military technology to North Korea in exchange for troop deployment, warning of the implications of North Korean forces gaining modern warfare experience in Ukraine. He urged both North Korea and Russia to cease their military cooperation and withdraw North Korean troops from Russian territory. Despite the tensions, Yoon noted that South Korea is keeping diplomatic channels open with Russia. Moreover, Yoon highlighted Seoul's commitment to maintaining a "strategic dialogue" with China, given its alliance with both North Korea and Russia. He pointed out China's potential role in fostering regional stability. At the forthcoming APEC and G20 summits, Yoon plans to advocate for free and open world trade, highlighting the strategic importance of Latin America. This trip represents Yoon's first official visit to Latin America since assuming office in May 2022.
