According to Yonhap News Agency, U.S. Forces Korea Commander Gen. Xavier Brunson made these remarks during a Senate Armed Services Committee hearing in Washington. His comments align with ongoing efforts by South Korea and the United States to "modernize" their bilateral alliance in response to the changing regional security landscape.

"Our forces in Korea are modernizing to address rapidly evolving strategic dilemmas. That's why my focus remains strictly on capabilities over numbers," Gen. Brunson stated.
