Special Counsel Recommends Five-Year Sentence for Ex-Military Intelligence Chief Over Leaks

Seoul: A special counsel team has recommended a five-year prison sentence for Moon Sang-ho, a former chief of the Defense Intelligence Command, at the Seoul Central District Court. Moon faces charges of violating military law and the personal information protection law in connection with leaking military secrets before former President Yoon Suk Yeol's unsuccessful 2024 martial law attempt.

According to Yonhap News Agency, Moon is accused of collaborating with former Defense Minister Kim Yong-hyun to leak a list of approximately 40 military intelligence agents to Noh Sang-won, a retired general. The list was allegedly intended to assist in forming an electoral fraud investigation team under the martial law declared by Yoon. The martial law was quickly annulled by the National Assembly just hours after its declaration on December 3, 2024.

The special counsel, Cho Eun-suk, emphasized the gravity of the situation, noting the potential risk posed to the agents if their identities were exposed. "This is a serious matter, given that if the (unit's) agents are identified due to the list's exposure, they could become direct targets of terrorist forces or others," Cho's team stated.

In addition to Moon, the special counsel team has also sought a five-year prison term for the former defense minister involved in the case. Meanwhile, the Supreme Court has already upheld a two-year prison sentence for Noh Sang-won for his role in gathering the personal information of military intelligence agents.
