Privacy Watchdog Penalizes Bithumb for Overseas Data Transfer Violations

South korea: South Korea's privacy watchdog has imposed a fine of 210 million won (US$135,700) on Bithumb, a prominent cryptocurrency exchange in the country, for breaching regulations related to the overseas transfer of users' personal information. The decision to levy the fine and mandate corrective measures was made by the Personal Information Protection Commission during a plenary session held the previous day.

According to Yonhap News Agency, the investigation by the regulator revealed that Bithumb had transferred the personal information of its users overseas. This occurred while the platform was sharing order books with a foreign exchange from September to November 2025. Despite notifying users that their information would be sent to the Stellar exchange, it was discovered that the data was actually transferred to bingx.com, an exchange operated by a different entity.

Furthermore, the watchdog uncovered that Bithumb did not obtain proper consent from users when transferring their personal information to 13 foreign exchanges during asset transfers. This breach of procedure led to the imposition of the fine and the requirement for Bithumb to implement corrective actions to prevent future violations.
