According to Yonhap News Agency, this launch occurred about a week after North Korea fired a short-range ballistic missile eastward on August 12. The timing of these launches coincides with ongoing combined military exercises between South Korea and the United States. These exercises have been scaled down following an order from U.S. President Donald Trump to reduce their scope and duration.
