Military Drill Adjustments Could Aid U.S.-North Korea Talks, Says South Korean Minister

Seoul: Keeping the possibility of adjusting joint South Korea-U.S. military exercises open to consultation could help revive dialogue between the U.S. and North Korea, Unification Minister Chung Dong-young has suggested. The allies are exploring ways to reengage with Pyongyang amidst ongoing security concerns.

According to Yonhap News Agency, Chung's remarks come amid a debate among South Korean policymakers regarding whether to adjust or downsize joint military exercises with the U.S. as a strategy to bring North Korea back to the negotiation table. "South Korea-U.S. combined exercises are only a means of achieving peace on the Korean Peninsula, not an end in themselves," Chung stated at a recent press conference.

Chung emphasized that maintaining an open stance on the possibility of adjusting these exercises could facilitate U.S. negotiations with North Korea. This position echoes comments made by President Lee Jae Myung last week. Both Seoul and Washington are searching for ways to resume long-stalled dialogue with North Korea, particularly concerning its nuclear weapons development.

National Security Adviser Wi Sung-lac, however, previously mentioned that South Korea is not considering adjusting its joint military drills with the U.S. to resume talks with North Korea, which has consistently condemned the drills as preparations for invasion. This has led to speculation about potential divisions among key officials at the National Security Council regarding the military drills.

The unification minister further argued against intensifying sanctions and human rights-related pressure on North Korea, noting that such measures have only led to more sophisticated nuclear weapons development. Chung also highlighted the potential impact of U.S. President Donald Trump's upcoming visit to China, where he is expected to meet with President Xi Jinping. The visit could serve as a platform for a potential breakthrough with North Korea, with hopes that Trump might seek a meeting with North Korean leader Kim Jong-un.

Tourism was identified by Chung as a key area for cooperation with North Korea if dialogue is successfully reopened. He also stressed the unification ministry's principal role in consultations with allied nations on policies regarding the Korean Peninsula and inter-Korean ties, signaling a potential shift towards greater involvement in Seoul-Washington coordination on these issues.
