Seoul: Consultations are currently in progress between the South Korean foreign ministry and Ukraine regarding a potential visit by Ukrainian Foreign Minister Andrii Sybiha to Seoul. The main agenda for this visit would be the discussion on the repatriation of North Korean prisoners of war (POWs) and other pertinent bilateral issues.
According to Yonhap News Agency, ministry spokesperson Park Il announced during a press briefing that discussions are ongoing with the Ukrainian side. "If the visit takes place, discussions are expected to cover the overall bilateral relationship. The issue of North Korean POWs is also likely to be addressed," Park stated.
In early 2025, Ukrainian forces captured two North Korean soldiers who were deployed to the Kursk front in support of Russia. These soldiers have expressed their desire to defect to South Korea. The situation presents a complex diplomatic issue involving international law and humanitarian considerations.
Park emphasized the importance of ensuring that any transfer of North Korean POWs to South Korea aligns with their intentions and adheres to international law and humanitarian principles. Both South Korea and Ukraine have reached a mutual understanding that the matter should be resolved accordingly.
The South Korean government has reiterated its stance that North Korean soldiers are considered South Korean nationals under the country's constitution. As such, it is prepared to accept any POWs wishing to come to South Korea and will ensure their protection and support in accordance with relevant laws and regulations.
