South Korea’s Record-Breaking Heat Wave Signals New Climate Reality

Seoul: South Korea is grappling with an unprecedented heat wave, as Yangsan in South Gyeongsang Province sets a new national temperature record of 42.5 degrees Celsius. This makes it the highest temperature recorded since 1904, marking a shift in the country's understanding of summer weather patterns. President Lee Jae Myung has declared the situation a national disaster, following the Korea Meteorological Administration's expansion of its highest-level heat warning to encompass all of Seoul.

According to Yonhap News Agency, the recent heat wave highlights the broader pattern of climate change affecting not only South Korea but the entire globe. Southern Europe is dealing with severe wildfires, while Central Europe struggles with droughts that threaten infrastructure. These events are interconnected indicators of a larger climate shift involving rising ocean temperatures and altered weather patterns.

The implications extend beyond public health concerns. South Korea's reliance on stable electricity and water supplies is jeopardized, as much of its infrastructure was built under historical climate assumptions. Lessons can be drawn from Hungary's recent experience, where drought led to reduced water levels in the Danube, impacting the Paks nuclear power plant which provides 40 percent of the country's electricity. Korea's coastal nuclear plants face different challenges, but the risk of water shortages disrupting industrial activity remains.

The heat wave also exposes social inequalities, with nearly 1,800 heat-related emergency cases and over a dozen deaths reported by early August. Vulnerable groups, including older adults, farmers, and construction workers, are disproportionately affected. For many low-income households, high electricity costs prevent the use of air conditioners, highlighting the need for direct government intervention.

Local governments are urged to conduct welfare checks on elderly residents, expand energy assistance, and ensure access to cooling shelters. Labor protections need stricter enforcement, with a focus on suspending outdoor work during dangerous heat conditions.

South Korea's heat warning system requires reevaluation, as the Heat Wave Emergency Warning, intended for rare conditions, was quickly surpassed. A shift towards comprehensive response systems, like those in several European countries, could allow for better coordination of resources and preventive measures.

The record temperature in Yangsan may soon become a historical footnote, but its impact must prompt South Korea to adapt its infrastructure, institutions, and social protections to a changing climate. A proactive approach will ensure the country is better prepared for future extreme weather events.
