According to Yonhap News Agency, the proposed amendment to the Criminal Procedure Act has led lawmakers from the main opposition People Power Party (PPP) to initiate a filibuster in an effort to prevent the bill from advancing. This legislative revision seeks to eliminate the prosecution's authority to conduct direct and supplementary investigations, as part of the DP's broader agenda to reform the prosecution system by establishing two new agencies dedicated to investigations and indictments.

In response to the proposed changes, Rep. Joo Ho-young of the PPP began an unlimited debate, asserting that "although prosecutorial reform is necessary, it is wrong to strip the prosecution of all its powers simply because it has made mistakes." Under the current National Assembly Act, the filibuster can be halted after 24 hours if at least 180 lawmakers, representing three-fifths of all parliament members, vote in favor of ending it.

The DP, which controls 161 seats in the Assembly, anticipates that with backing from minor opposition parties and independents, it will secure the necessary votes to terminate the filibuster and advance the bill to a vote. In a related development, a special counsel bill to investigate ballot shortages from the June 3 local elections was approved with a 226-2 vote during the same session. The special counsel team will have up to 90 days to conduct their inquiry, with the option for two 30-day extensions.

The investigation will focus on allegations of mismanagement by the National Election Commission regarding ballot papers and potential irregularities in their decision to reduce the number of ballots printed. Additionally, the rival parties have agreed to extend the mandate of a parliamentary special committee investigating the incident by 30 days, until the end of August.

Furthermore, the DP is seeking to expedite the legislative process by passing a bill to significantly reduce the review period for fast-track bills from a maximum of 330 days to 90 days. In response, the PPP is preparing to initiate another filibuster against this revision to the National Assembly Act.
