Pyongyang: North Korea has announced plans to convene a plenary meeting of the ruling Workers' Party of Korea (WPK) later this month, as reported by state media on Tuesday. This meeting comes amid speculation regarding the message North Korea might send to U.S. President-elect Donald Trump ahead of his inauguration. According to Yonhap News Agency, the WPK's politburo decided on Monday to hold the 11th plenary meeting of the 8th Central Committee in late December. However, the specific date for the meeting has not been disclosed. The purpose of the meeting is to review the execution of party and state policies for 2024, confirm the orientation of struggle for 2025, and discuss important issues for the comprehensive development of socialist construction, as stated by the Korean Central News Agency (KCNA). In previous years, North Korea has utilized the year-end party plenary meetings to outline policy directions for the coming year, including those related to its nuclear programs, and to issue messages targe ting South Korea or the United States. It is anticipated that North Korean leader Kim Jong-un may use the upcoming WPK meeting to establish his policy line towards the U.S., especially as the gathering is scheduled just weeks before Trump is set to take office in late January. Last month, Kim expressed that his past diplomatic efforts with the U.S. only served to confirm Washington's hostile policy towards Pyongyang. He pledged to enhance North Korea's nuclear arsenal. Notably, Kim and Trump engaged in rare summits in Singapore in 2018 and Vietnam in 2019. However, the Hanoi talks concluded without an agreement due to unresolved differences over the scope of North Korea's denuclearization efforts and the sanctions relief expected from Washington. During last year's party meeting, Kim declared the inter-Korean relationship as one between "two states hostile to each other" and vowed not to pursue reconciliation and unification with South Korea.
