According to Yonhap News Agency, a commentary released by the Korean Central News Agency (KCNA) featured statements from Jang Kum-chol, the first vice minister of North Korea's foreign ministry. Jang expressed that Seoul's efforts to develop nuclear submarines represent a move towards nuclear armament. He warned that the nuclear collaboration between South Korea and the United States on submarine development is likely to further destabilize the Korean Peninsula. Jang emphasized the need for North Korea to obtain "unparalleled power capable of neutralizing all sorts of existing or newly-emerging potential threats."

The unification ministry official highlighted that this is the first official statement outlining North Korea's fundamental position on the issue.
