Seoul: A motion to impeach President Yoon Suk Yeol for his brief imposition of martial law has been formally presented to the National Assembly's plenary session, initiating a process that could lead to a decisive vote this week. The motion, introduced by 190 opposition party members and one independent, arrived at the session early Thursday, shortly after President Yoon withdrew the martial law following the passage of a resolution by the legislature to annul the order. According to Yonhap News Agency, the procedural requirement mandates that the motion be voted on 24 hours after its reporting, with a maximum timeframe of 72 hours for the vote to take place. This implies that the earliest possible time for the vote would be at 12:49 a.m. on Friday. The opposition lawmakers have accused President Yoon of violating the Constitution and laws related to the principles of popular sovereignty and the separation of powers through his martial law declaration. The opposition also argues that the martial law decree compromised freedom of expression by placing all media and publishing outlets under martial law command and prohibiting strikes and protests. The opposition is keen to expedite the voting process on the motion. For the motion to proceed, a majority of all 300 lawmakers must first table it, followed by the requirement of a two-thirds majority for its final approval. The opposition, which includes National Assembly Speaker Woo Won-sik and independent Rep. Kim Jong-min, currently numbers 192. Therefore, they need the backing of eight lawmakers from the ruling People Power Party to pass the motion. However, the ruling party has expressed its opposition to the impeachment motion. If the motion is approved, President Yoon would face immediate suspension from his presidential duties. The unexpected declaration of martial law on Tuesday night came in the wake of the opposition Democratic Party's push through a reduced budget bill in the parliamentary budget committee and the submission of impeachment motions agains t a state auditor and the chief prosecutor.
