Korea’s AI Talent Drain Threatens National Ambitions

Seoul: A warning light is flashing for Korea's AI industry. According to Yonhap News Agency, the World Bank's "World Development Report 2026: The Promise of Artificial Intelligence," released on Tuesday, reveals that Korea experienced a net outflow of 1,716 top-tier AI researchers between 2011 and 2024 among 21 leading information technology nations. On average, the country lost 11 elite AI experts every month, in stark contrast to major competitors like the United States, which attracted a net 197 top AI researchers per month, and Britain, which gained 20. The findings echo a recent assessment by the International Institute for Management Development (IMD), ranking Korea second in the world for scientific infrastructure but only 37th for talent competitiveness. The international community's consistent message is clear: Korea excels at building research capacity but struggles to retain and attract crucial talent.

The global landscape is rapidly transforming, with AI expanding into domains traditionally reserved for human expertise, reshaping industries, national security, and economic competitiveness. Securing world-class AI talent is no longer just an industrial policy issue but one of national survival. This understanding prompted the Lee Jae Myung administration to pledge from its first days in office to make Korea one of the world's top three AI powers through a 100 trillion won ($70.2 billion) investment program. Additionally, Samsung and SK Group have announced combined investment plans totaling 4.75 quadrillion won, highlighting a significant public-private push to enhance the nation's AI capabilities.

However, if Korea continues to lose its brightest minds, the government's ambition to establish the country as a global AI hub will remain an empty slogan. Advanced GPUs, massive data centers, and state-of-the-art semiconductor fabs alone cannot generate technological leadership without researchers capable of original breakthroughs. Without human capital, such infrastructure risks becoming merely a manufacturing base producing components for global technology giants. Even Korea's world-leading semiconductor manufacturing capabilities could ultimately reduce it to a subcontractor role in the AI era.

For Korea's substantial investments to succeed, the country must reform the ecosystem that nurtures and rewards talent rather than merely increasing spending on facilities and equipment. Seniority-based pay structures, compensation systems that fail to reward exceptional performance, and bureaucratic research and development policies are driving outstanding researchers overseas. Korea must offer globally competitive compensation, guarantee researchers greater autonomy, and create living and working conditions attractive enough to draw the world's best talent, emulating the United States. In the AI age, leadership belongs not just to those who build technology but to those who create it. Retaining domestic talent and attracting the world's brightest AI minds should thus become a national priority.
