Seoul: Former Prime Minister Han Duck-soo allegedly held off on convening a Cabinet meeting that lifted former President Yoon Suk Yeol's martial law declaration after the National Assembly voted to repeal the decree, his indictment showed Monday.

According to Yonhap News Agency, in the document filed Friday and seen by the agency, special counsel Cho Eun-suk's team made the accusation to support charges that Han abetted Yoon's short-lived martial law attempt in December. Cho's team alleged Han was actively involved in attempting to create a lawful appearance for Yoon's botched bid despite being aware of its illegal nature due to his experience of previous martial law declarations since he entered public service in 1970.

Han allegedly proposed holding a Cabinet meeting before Yoon's declaration on Dec. 3, noting that it had to take place for martial law to be proclaimed. Once a quorum was reached, Yoon informed Cabinet members of his plans without any review actually taking place. After the declaration, Han allegedly requested the Cabinet members' signatures to record their attendance, but they declined. While others left, Han allegedly looked over martial law documents with former Interior Minister Lee Sang-min.

Once the National Assembly voted to lift the decree early the next morning, Bang Ki-sun, then policy coordination minister, proposed that Han convene a Cabinet meeting to follow up on the parliamentary vote. Han allegedly told Bang to wait and only called the meeting about an hour later, after another proposal for the gathering.

Han is also accused of involvement in the drafting of a martial law document days after its declaration. On Dec. 6, then presidential secretary Kang Eui-gu allegedly drafted a cover document for Yoon's martial law declaration and received signatures from the former president, Han, and then Defense Minister Kim Yong-hyun. Once investigators apprehended Kim over his alleged role in the martial law plan, Han allegedly called for the document's destruction, citing concerns it could create further controversy. Kang then shredded it upon Yoon's approval.

Cho's team indicted Han without detention Friday, two days after a Seoul court rejected a warrant for Han's arrest, citing "room for dispute regarding legal assessments of key facts and the suspect's series of deeds."
