Russian President Vladimir Putin and his foreign minister Sergei Lavrov are to be “severely sanctioned” over Ukraine, German Foreign Minister Annalena Baerbock said in Brussels on Friday. Baerbock told reporters the new sanctions package would “ruin Russia” ahead of an EU foreign ministers meeting assembled to sign off the package, despite disagreements about the strength of the measures.
